Extreme Hockey Constitution


The Dynasty Challenge – Extreme Hockey is a hardcore 32 team dynasty hockey league. The league will be hosted on Fantrax and all league fees and payouts will be administered through Fantrax Treasurer.

 Franchise Fees & Payouts


Franchise fees will be $56 per season ($50 entry fee plus $6 for league administration fees). All teams will be locked for offseason activities until franchise fees are paid. Payouts will be as follows:

 Inaugural Draft


The Inaugural Draft will run on Fantrax and will be a standard snake draft which will go 23 rounds. The initial draft order will be randomly selected. Eligible players will be any player who is signed to a professional contract and has played an NHL game. All drafted players will be assigned a “FRANCHISE” contract. During the initial draft there will be no trading. Since this will be a very long draft, trading of picks will only slow the process, this will force franchise owners to focus on drafting. (Don’t worry, once the draft is complete anything is on the table for trading!). The draft will run from 9:00am EST until 12:00am EST then, the clock will pause until the next day (owners may continue to make picks but clock will be stopped overnight). Each pick will have a 3 hour time limit. It is important to keep the draft moving, so please make good use of your player queue.

As this will be a very deep league, it is important that we try to keep things balanced to ensure that all 31 teams finish the draft with a complete roster that is not full of holes. Therefore, all teams must fill all of their Skater active positions (Offense & Defense) before selecting a 2nd Goalie. If you choose to carry a 3rd Goalie, you must have a backups at each active position before you can select one.

In an effort to standardize and put some control around initial player contracts, each drafted player will have a predetermined base salary. The salary will be determined by their position (Skater or Goalie) as well as draft position ranking. Managers will then be able to set contract lengths for each player drafted ranging from 1 – 5 years with following restrictions:

At the conclusion of the Inaugural draft there will be a 6 round Rookie Draft. Draft order will also be randomly selected by Fantrax. Eligible players will be anyone with less than 82 career games played.

 Regular Season Schedule


The Regular Season will be run with two weekly scoring periods (Monday - Thursday and Friday - Sunday). Most scoring periods will consist of double header matchups with a few triple header matchups with the goal of fitting in enough matchups to equal the NHL schedule.

 Playoff Schedule


The playoffs will mirror the NHL playoff format in terms of number of teams and who makes the playoffs. Scoring periods will look to be a full week in length with the possibility of round one being a shortened period like the regular season matchups if the schedule does not permit the full week length.

 Salary Cap


There will be a salary cap which will match the NHL salary cap. The salary cap will be used for signing players to contracts and any unused cap space will be used to sign free agents and make in-season waiver claims. Players on your active roster and injured reserve count against the cap, players in the minors do not.

 Contracts


  • “ROOKIE” Contracts – will be assigned to players drafted in the annual Rookie Draft and will be based on draft position. Each ROOKIE Contract will be a 3-year guaranteed deal. At the end of the ROOKIE Contract, the player will either receive an ARBITRATION offer or become a RESTRICTED FREE AGENT.

  • “ARBITRATION” Contract – will be assigned to a player who was previously on a ROOKIE contract and was offered Arbitration by the owner. Each season an owner may offer two players on an expiring ROOKIE Contract an ARBITRATION Contract. An ARBITRATION Contract will last for a maximum of 3 years and will be labeled 11th, 12th, and 13th, but will renew each year and salary will be performance based. The owner will be able to release a player on an ARBITRATION Contract at the end of each season without penalty. At the end of the 3rd year (13th) the player will either be upgraded to a FRANCHISE contract or become a FREE AGENT.

  • “RESTRICTED FREE-AGENT” Contract – will be assigned to a player coming off their ROOKIE Contract who was not offered an ARBITRATION Contract. Once a tender offer is made by the original team, other managers can make bids on the Restricted Free-Agent Pool, this will be done via regular bidding through fantrax during the Restricted Free Agency Period. At the conclusion of the period the original team will have the option to match the highest bid, or give up the rights to the highest bidder at which point the winning team must give the stated compensation to the original owner. Bidding owners must have a draft pick of equal or greater value in order to make an eligible bid, pick will always be the most recent year the winning team has. A player who is bid on will get a 3 year FREE AGENT deal. If a player is not bid on they will revert to the original team on a 1 year RESTRICTED FREE AGENT deal at the minimum bid salary. At the end of a RESTRICTED FREE-AGENT Contract the player will always elect to test the open market making them an unrestricted FREE-AGENT. Owners can make the following type of tenders (Each RESTRICTED FREE-AGENT Deal will be for 3 years).

  • 1st Round Tender – Drafted in Round 1 OR Top 50 Skater or Top 10 Goalie

  • 2nd Round Tender – Drafted in Round 2 OR Top 100 Skater or Top 25 Goalie

  • Original Round Tender – Drafted in Rounds 3 - 5 and not in Top 100 Skaters or 25 Goalies

  • “FREE-AGENT” Contract – will be assigned to a player who is signed during off-season free agency. Once Free Agency opens, all managers will be able to submit bids for eligible free agents. All winning bids will become the player’s salary on a guaranteed 3 year deal. At the conclusion of a FREE AGENT contract, the player becomes an unrestricted free agent once again.

  • “WAIVER” Contract - assigned to players that are signed during the season. Each year owners will be able to convert one WAIVER contract into a 2 year FREE-AGENT contract at 120% of their current salary.

  • “FRANCHISE” Contract – will automatically be assigned to all players drafted in the inaugural draft. Initial contract values and length are predetermined and based on draft position. Upon the conclusion of a FRANCHISE contract an owner will be able to extend the player for 1 to 5 years. The Player’s salary will be based on previous season’s performance and the ending salary of their previous contract. An owner may offer one 5-year contract, two 4-year contracts, three 3-year contracts and unlimited 1- and 2-year contracts.

 Rookie Draft


Each year there will be a 5 round rookie draft. Eligible players will be anyone who has played in less than 82 career NHL games designated by a green “M” on Fantrax. All drafted players will be assigned an initial “ROOKIE” Contract. Any player with a ROOKIE Contract who has played in 82 games or less will be eligible to be held on the Minor League Roster. A lottery is done for the first 4 picks, then will be based on reverse order of standings after that.

 Free Agency


Each season during the off-season there will be a Free-Agency period. During the first phase of Free-Agency team owners will be able to resign their own players. At the beginning of the Free-Agency period owners will be sent their eligible players and contracts. Once decisions are made on which players will be re-signed an owner will post their extensions on the League Message Board under the appropriate thread. Teams will not be allowed to go over the salary cap to sign their players. Any players that go unsigned will be entered into the general Free Agency pool.

Phase two of Free Agency will be where all owners can bid on eligible Free Agents (any player with at least 1 career NHL game played). An announcement will be made regarding the dates where this phase will open up. Owners will then submit their blind bids on the Free Agents they choose to bid on. The winning bid will go to the highest bidder and become the player’s salary on a 3 year deal. Bids will be processed twice per week during the Free Agency period. Player’s signed to a FREE AGENT contract are NOT eligible to be held in the minors regardless of whether they meet the eligibility requirements or not.

 Trading


Trading will be an important part of the league as there will be 32 teams meaning that the free agent pool should not be very deep. Trading of players and draft picks are allowed (outside of the inaugural draft). In addition, cash considerations are an asset that owners can use when trading. Once a trade has been agreed to, the owners involved in the trade must post the trade along with an explanation as to why they are making the trade. Once all owners have posted, the trade will be reviewed by the “Trade Review Committee” to make sure it is an eligible and fair trade and does not jeopardize the overall competitiveness of the league. Here are some things to keep in mind when trading:

  • Owners are not allowed to go over the Salary Cap

  • Cash considerations are allowed to help offset a player’s contract and keep teams within the salary cap. An owner will only be able to offer considerations up to 50% of the value of the player’s contract. When cash considerations are involved owners must be specific in their comments about how much cash is involved and over what time period (i.e. current season or remainder of the contract (may span multiple seasons).

  • Salary coverage will follow the player in the event a player who was traded with salary coverage gets traded again.

  • Owners must maintain a minimum Future Pick Value (FPV) of 50 when trading away picks, this is done to protect the Franchise in the event an owner leaves the league and a new owner takes over. Teams may also only accumulate a maximum Future Pick Value (FPV) of 200 when acquiring additional picks via trades. This is also to protect the Franchise from trading away too much current value, potentially making the team uncompetitive and hurting the overall competitiveness of the league. FPV is determined by future season’s draft picks. Below is a table of the values of each round’s picks.

 Trade Review Committee


The Trade Review Committee will consist of 2 members from each of the 4 divisions for a total of 8 voting members. The commissioner will be part of the committee and serve as a stand-in voter when a member of the committee is involved in a trade or to be the tie-breaking vote if a vote is sitting at 4-4. The purpose of the Trade Committee is to ensure that none of the restrictions (salary cap, FPV, position limits, etc.) are triggered if a trade is processed and to maintain the integrity of the league. One thing to keep in mind is committee members not only have a responsibility of ensuring fairness, but also to protect the “Franchise”. What we don’t want to have happen is for a team to trade away too many assets and then bail leaving a replacement owner in a bad situation, but also making their team uncompetitive which hurts the other teams in the league. There are some built in restrictions that will help with this but some of it will be subjective as no system is perfect.

 Owner Conduct


In order to maintain the integrity of the league there are certain expectations that will be cast upon the franchise owners. We understand that this type of league will require a lot of time and energy and to make things easier a franchise owner will be permitted to add a co-manager to assist in the management of the franchise. One thing that will absolutely not be tolerated is tanking. This will be a very competitive league and one team deciding to tank will have an impact on every other manager and as a result this policy will be strictly enforced. We understand that in a dynasty league there will be some owners who are more focused on building for the future. There is nothing wrong with rebuilding and that is very different than tanking. There are a few built in rules and policies that should help, such as protection of picks (Future Pick Value) and Minimum Salary requirements. In addition, when making trades managers are required to post explanations about why they are making the deal. This should help the Trade Review Committee understand what is trying to be accomplished. Lastly, there will be certain roster restrictions which are detailed in the roster settings section. Managers are required to set their lineups and maintain an active roster that is capable of meeting certain minimum requirements for each scoring period. Those teams who consistently fail to meet these requirements will be penalized and if it continues will lose their team without refund and a replacement owner will be asked to take over.

 Rule Changes


Season 2

  • Beginning with Season 2 (2020-2021) players with a FRANCHISE contract who hold Minors eligibility can be held on your Minors roster. WAIVER and FREE AGENTS will continue to not be allowed.

  • Beginning with Season 2 (2020-2021) If a player is dropped and claimed by another team during the waiver period, the claiming team will assume their contract and dropping team is no longer on the hook. If the player goes unclaimed the dropping team will remain responsible for the full contract.

Season 3

  • Beginning with Season 3 (2021-2022) minors slot increased from 15 to 20

  • Clarified that salary coverage should follow the player in all trades, as it is not automatically done on Fantrax this may not have happened unless specified in some previous trades, but if not done creates additional cap for teams.
