Extreme Baseball Constitution
The Dynasty Challenge – Extreme Baseball is a hardcore 30 team dynasty baseball league. The league will be hosted on Fantrax and all league fees and payouts will be administered through Fantrax Treasurer.
Franchise Fees & Payouts
Franchise fees will be $55 per season ($50 entry fee plus $5 for league admin). All teams will be locked for offseason activities until franchise fees are paid. Payouts will be as follows:

Players who have less than 130 at-bats or 50 innings pitched (will have a green “M” next to their name) are eligible to be held in a minor league slot unless they are on a FREE AGENT, WAIVERS, or ROOKIE (RULE 5) contract. Once that player exceeds these amounts they must be promoted to Major League Roster, Traded, or Dropped. Players held in the Minors or on the Injured List do not count towards Max Position Limit.

Regular Season Schedule
The Regular Season will be run with two weekly scoring periods (Monday - Thursday and Friday - Sunday). Most scoring periods will consist of double header matchups and a few triple header matchups with the goal of fitting in enough matchups to equal the MLB schedule.
Playoff Schedule
The playoffs will mirror the MLB playoff format in terms of number of teams and who makes the playoffs. Scoring periods will look to be a full week in length with the possibility of round one being a shortened period like the regular season matchups if the schedule does not permit the full week length.
Inaugural Draft
The Inaugural Draft will run on Fantrax and will be a standard snake draft which will go 25 rounds. The initial draft order will be randomly selected. Eligible players will be any player who has had at least 1 AB or 1 IP in the majors, if they do not meet this criteria they are not eligible to be drafted until the 1st Rookie Draft which will be conducted at the conclusion of the Initial League Draft. All drafted players will be assigned a “FRANCHISE” contract and will not be eligible to be held in the minor leagues. During the initial draft there will be no trading. Since this will be a very long draft, trading of picks will only slow the process, this will force franchise owners to focus on drafting. (Don’t worry, once the draft is complete anything is on the table for trading!). The draft will run from 9:00am EST until 12:00am EST then, the clock will pause until the next day (owners may continue to make picks but clock will be stopped overnight). Each pick will have a 3 hour time limit.
In an effort to standardize and put some control around initial player contracts, each drafted player will have a predetermined base salary. The salary will be determined by their position (hitter or pitcher) as well as draft position ranking. Managers will then be able to set contract lengths for each player drafted ranging from 1 – 5 years with following restrictions:

Salary Cap
There will be a salary cap which will be set to the MLB luxury tax threshold. The salary cap will be used for signing players to contracts and any unused cap space will be used to sign free agents and make in-season waiver claims.

Contracts
“ROOKIE” Contracts – will be assigned to players drafted in the annual rookie draft and salaries are based on draft position. All ROOKIE Contracts are 3 years in length and will be marked as 1st, 2nd, and 3rd. A player will only move from a 1st to 2nd in the offseason following when that player loses their minor league eligibility (designated with a green “M” on Fantrax, 130 ABs or 50 IP) and then will get upgraded each season from there. At the end of the 3rd year an owner can either release the player with no further commitment or offer them Arbitration. Once offered Arbitration the player’s contract is converted from a ROOKIE Contract to an ARBITRATION Contract. A player on a 1st contract can be released at anytime without penalty.

“ARBITRATION” Contract – will be assigned to a player who was previously on a ROOKIE contract and was offered Arbitration by the owner. An Owner will maintain control of a player for up to 3 Arbitration years and will be labeled as 11th, 12th, and 13th. Each year during an ARBITRATION Contract the owner will decide whether to release the player and will have no further commitment or offer the player Arbitration. An ARBITRATION Contract will be based on performance and the player’s previous season contract value.

“FREE-AGENT” Contract – will be assigned to a player who is signed during off-season free agency. Once Free Agency opens, all managers will be able to submit bids for eligible free agents. A Free Agent will be any player who is not currently on a roster (Major League or Minor League Roster) and has at least one Major League At-Bat or Inning Pitched. Any player signed during free-agency will be signed to a major league contract and is not eligible to be placed on your minor league roster.
“FRANCHISE” Contract – will automatically be assigned to all players drafted in the inaugural draft. Initial contract values are predetermined and based on draft position. Upon the conclusion of each season an owner may extend 4 expiring FRANCHISE contracts, from 1 to 5 years. The player’s salary will be based on their ending salary of their previous contract and the length of the new extension (see below). The total amount of years an owner can give out with these extensions can be no more than 12 total. In addition to the initial designated FRANCHISE contracts, an owner will have two other times when they can upgrade a player’s contract to a FRANCHISE contract:

“WAIVER” Contract – will be assigned to a player who is claimed from waivers during the season. Players who do not have a green flag and not on injured reserve are eligible to be claimed. Also, any player who was drafted in the current season’s first year player’s draft may be claimed if they happen to be called up in the current season, but will not be resign eligible at the end of the season as they have not yet had a chance to be drafted in our league. In addition, only players claimed during our regular season are resign eligible that way non-playoff teams aren’t disadvantaged with a late season call-up that only playoff teams have a shot at. Players who are on the disabled list are not eligible to be claimed. If an in-eligible player is claimed they will be dropped from the claiming team’s roster and the owner will still be on the hook for the salary. Owners are able to bid on all eligible players daily and claims will be processed overnight. Winning bid will become player’s salary for remainder of the season. Owners may convert 1 WAIVER contract at the end of the season to a 2-year FREE-AGENT contract at 120% of current salary.
Rookie Draft
Each year there will be a 5 round rookie draft. Eligible players will be anyone drafted in the first-year player draft, and any player currently signed to a professional contract and on a minor league roster as long as they do not already reside on another Franchise’s roster. All drafted players will be assigned an initial “ROOKIE” contract which will be based on where the player was drafted. A lottery is done for the first 4 picks, then will be based on reverse order of standings after that.

Rule 5 Draft
After the conclusion of the 3rd season we will hold an annual 2 round Rule 5 draft during the offseason. The purpose of this Draft is to prevent teams from stocking up on prospects that other teams would want to play on their Major League Roster. The Draft order will be determined by the previous season’s standings in reverse order. Eligible players are any unprotected player with a green M on a ROOKIE contract. Owners are not required to make a pick if they do not want to. If an owner does decide to make a pick they must place the drafted player on their active Major League Roster. Any drafted player must remain on the Major League Roster for the entire season, otherwise the player will be returned to the original team from which they were drafted. As compensation for a selected player, the cost of drafting a player will be your 2nd highest draft pick in the upcoming Rookie Draft for players taken in the 1st round and 3rd highest draft pick for players taken in the 2nd round. If an owner does not have a pick in the upcoming Rookie Draft they can offer their highest and lowest draft pick in the next season’s Rookie Draft.
Free Agency
Each season during the off-season there will be a Free-Agency period. During the first phase of Free-Agency team owners will be able to resign their own players. At the beginning of the Free-Agency period owners will be sent their eligible players and contracts. Once decisions are made on which players will be re-signed an owner will post their extensions on the League Message Board under the appropriate thread. Teams will not be allowed to go over the salary cap to resign their playersAny players that go unsigned will be entered into the general Free Agency pool.
Phase two of Free Agency will be where all owners can bid on eligible Free Agents. An announcement will be made regarding the dates where this phase will open up. Owners will then submit their blind bids on the Free Agents they choose to bid on. The winning bid will go to the highest bidder and the player’s salary will be set to the 2nd highest bid. Bids will be processed twice per week during the Free Agency period. Default contract length will be 3 years.
Trading
Trading will be an important part of the league as there will be 30 teams meaning that the free agent pool should not be very deep. Trading of players and draft picks are allowed (outside of the inaugural draft). In addition, cash considerations are an asset that owners can use when trading. Once a trade has been agreed to, the owners involved in the trade must post the trade along with an explanation as to why they are making the trade. Once all owners have posted, the trade will be reviewed by the “Trade Review Committee” to make sure it is an eligible and fair trade and does not jeopardize the overall competitiveness of the league. If both teams have not posted the trade within 3 days of the trade being agreed to, it will be cancelled. Here are some things to keep in mind when trading:
Owners are not allowed to go over the Salary Cap
Cash considerations are allowed to help offset a player’s contract and keep teams within the salary cap. An owner will only be able to offer considerations up to the value of the player’s contract. When cash considerations are involved owners must be specific in their comments about how much cash is involved and over what time period (i.e. current season or remainder of the contract (may span multiple seasons). You cannot simply trade cash, it must be salary coverage for a player involved in the deal.
Owners must maintain a minimum Future Pick Value (FPV) of 50 when trading away picks, this is done to protect the Franchise in the event an owner leaves the league and a new owner takes over. Teams may also only accumulate a maximum Future Pick Value (FPV) of 200 when acquiring additional picks via trades. This is also to protect the Franchise from trading away too much current value, potentially making the team uncompetitive and hurting the overall competitiveness of the league. FPV is determined by future season’s draft picks. Below is a table of the values of each round’s picks.

Trades will be posted with involved team’s comments, league can vote in discord with thumbs up or thumbs down, a trade can be vetoed if minimum 50% of league votes and more down votes than up votes. If vote fails to reach 50% threshold then trade will be approved.
Owner Conduct
In order to maintain the integrity of the league there are certain expectations that will be cast upon the franchise owners. We understand that this type of league will require a lot of time and energy and to make things easier a franchise owner will be permitted to add a co-manager to assist in the management of the franchise. One thing that will absolutely not be tolerated is tanking. This will be a very competitive league and one team deciding to tank will have an impact on every other manager and as a result this policy will be strictly enforced. We understand that in a dynasty league there will be some owners who are more focused on building for the future. There is nothing wrong with rebuilding and that is very different than tanking. There are a few built in rules and policies that should help, such as protection of picks (Future Pick Value) and Minimum Salary requirements. In addition, when making trades managers are required to post explanations about why they are making the deal. This should help the Trade Review Committee understand what is trying to be accomplished. Lastly, there will be certain roster restrictions which are detailed in the roster settings section. Managers are required to set their lineups and maintain an active roster that is capable of meeting certain minimum requirements for each scoring period. Those teams who consistently fail to meet these requirements will be penalized and if it continues will lose their team without refund and a replacement owner will be asked to take over.

League voted to eliminate the innings minimum per scoring period requirement
League voted to allow FRANCHISE contracts to be held in minor leagues if they were eligible (green “M”), initially they were not allowed to prevent teams from drafting too many minor league players in the initial draft which would have minimized the value of the Rookie Draft, and also force teams to focus on fielding more major league type players and increasing the overall competitiveness. The initial rule helped with the Rookie pool, but actually decreased flexibility with some players that were demoted to minor leagues and forced teams to use up a roster spot instead of pick up a replacement player.
