Extreme Football Constitution
The Dynasty Challenge – Extreme Football is a hardcore 32 team dynasty football league. The league will be hosted on Fantrax and all league fees and payouts will be administered through Fantrax Treasurer.
Franchise Fees & Payouts
Franchise fees will be $56 per season ($50 entry fee plus $6 for league administration fees). All teams will be locked for offseason activities until franchise fees are paid. Payouts will be as follows:

Inaugural Draft
The Inaugural Draft will run on Fantrax and will be a standard snake draft which will go 40 rounds. The initial draft order will be randomly selected. Eligible players will be any player who is signed to a professional contract. All drafted players will be assigned a “FRANCHISE” contract. During the initial draft there will be no trading. Since this will be a very long draft, trading of picks will only slow the process, this will force franchise owners to focus on drafting. (Don’t worry, once the draft is complete anything is on the table for trading!). The draft will run from 9:00am EST until 12:00am EST then, the clock will pause until the next day (owners may continue to make picks but clock will be stopped overnight). Each pick will have a 3 hour time limit. It is important to keep the draft moving, so please make good use of your player queue.
As this is an extremely deep league, it is important to keep the league competitive and one way to help this is to create balance. The QB, K, and P positions could cause some issues if every team did not have a chance to draft these players and be in position to field a full team each week. Therefore, no team will be allowed to draft a 2nd QB until all of their starting offensive positions are full (RB, WR, WR, TE, RWT, RWT, RWT). This should allow teams ample time to draft a QB while not having to chase a run at the expense of passing up elite talent at other positions in the early part of the draft. As far as Kickers and Punters, for the draft only, the roster max will be reduced from 2 to 1, allowing all teams to start the season with those positions filled. At the conclusion of the draft the roster max will be increased to 2 so teams can work the waiver wire, rookie drafts, and trades if they want to build up some depth with those positions.
In an effort to standardize and put some control around initial player contracts, each drafted player will have a predetermined base salary. The salary will be determined by their position (QB, FLEX (WR,RB,TE), DEF, & Special Teams) as well as draft position ranking. Managers will then be able to set contract lengths for each player drafted ranging from 1 – 5 years with following restrictions:

Regular Season Schedule
The regular season will run 13 weeks and mirror the spirit of the NFL schedule with each team playing their division opponents twice, two matchups with each other division in their conference and one matchup with each out of conference division. Division matchups will take place during non-BYE weeks in order to allow teams to be at full strength when they are playing their most important matchups.

There will be a salary cap which will match the NFL salary cap each season. The salary cap will be used for signing players to contracts and any unused cap space will be used to sign free agents and make in-season waiver claims.

Contracts
“ROOKIE” Contracts – will be assigned to players drafted in the annual Rookie Draft and will be based on draft position. Each ROOKIE Contract will be a 4-year deal. Each season the players’ salary will increase by 10% during their ROOKIE Contract. At the end of 4th year, teams will be able to offer 1 player on an expiring ROOKIE deal an upgrade to a FRANCHISE Contract.

1st Round Draft Pick Values
“RESTRICTED FREE-AGENT” Contract – will be assigned to a player coming off their ROOKIE Contract who was given a Qualifying Offer. Players who were upgraded to a FRANCHISE Contract are not eligible. Once a tender offer is made by the original team, other managers can make bids on the Restricted Free-Agent Pool, this will be done via open bidding during the Restricted Free Agency Period. At the conclusion of the period the original team will have the option to match the highest bid, or give up the rights to the highest bidder at which point the winning team must give the stated compensation to the original owner. Bidding owners must have a draft pick of equal or greater value in the current season in order to make an eligible bid. Owners can make the following type of tenders (Salaries based on NFL Tender values):
1st Round Tender – $6,820,000 or 110% of salary whichever is higher
2nd Round Tender – $4,890,000 or 110% of salary whichever is higher
Original Round Tender – $3,116,000 or 110% of salary whichever is higher
For players that were bid on during Restricted Free Agency, they will be signed to a 3 year RFA deal. If a player who was extended a qualifying offer is not bid on during this period, they will play on a 1 year RFA deal at the qualifying offer amount. At the conclusion of a RESTRICTED FREE AGENT deal you can either use your FRANCHISE TAG or the player becomes an UNRESTRICTED FREE AGENT.
“FRANCHISE TAG” Contract – will be able to be used by a Franchise as a way to protect their top players. A team may elect to place one FRANCHISE TAG on an expiring ROOKIE, RESTRICTED FREE AGENT, or player on a FRANCHISE TAG contract each season. A single player may be given a FRANCHISE TAG up to 3 times. If a team does not extend an additional Tag or after the 3rd Tag the player will become an unrestricted FREE-AGENT. At the completion of a FRANCHISE TAG contract teams are able to work out a long term FRANCHISE deal with ONE tagged player on a 3 year deal at 200% of current salary, 4 year deal at 175% of current salary, or 5 year deal at 150% of salary. You may only use a Tag once per season and owners will have their choice of the type of tag to apply:
“EXCLUSIVE” – 1-year contract equal to average of top 5 salaries at the player’s position or 120% for 2nd time tag and 144% for 3rd time tag of player’s current contract, whichever is higher.
“NON-EXCLUSIVE” – 1-year contract equal to average of top 10 salaries at the player’s position or 120% for 2nd time tag and 144% for 3rd time tag of player’s current contract, whichever is higher. These players will be able to be bid on by other owners via open bidding during the Restricted Free Agency Period. At the conclusion of the period the original team will be able to either match the highest bid or give up the rights to the highest bidder at which point the winning team must give up two 1st round draft picks as compensation, can be from any season but one of the picks must be from your nearest draft.
“FREE-AGENT” Contract – will be assigned to a player who is signed during off-season free agency. Each offseason teams will be able to resign ONE expiring FREE AGENT contract to a FRANCHISE contract between 3 and 5 years.

“WAIVER” Contract – will be assigned to a player who is claimed from waivers during the season. Only players who are not currently rostered and have at least 1 career game played are eligible. Players who are on Injured Reserve are not eligible to be claimed. Owners are able to bid on all eligible unlocked players daily and claims will be processed daily prior to game day. Once a game starts that player is locked and any claim for a locked player will be processed on Wednesday morning. Winning bid will become player’s salary for remainder of the season. Owners may convert 1 WAIVER contract at the end of the season to a 2-year FREE-AGENT contract at 120% of current salary.
“FRANCHISE” Contract – will automatically be assigned to all players drafted in the inaugural draft. Initial contract values and length are predetermined and based on draft position. Upon the conclusion of each season an owner may extend 4 expiring FRANCHISE contracts, from 1 to 5 years. The player’s salary will be based on their ending salary of their previous contract and length of new deal. The total amount of years an owner can give out with these extensions can be no more than 12 total. In addition to the initial designated FRANCHISE contracts, an owner will be able to upgrade an expiring ROOKIE Contract to a Franchise Contract each season.

Contract Buyouts
All contracts are guaranteed except ROOKIE Contracts for those rookies who were drafted in round 3 or later (designated as ROOKIE-3, ROOKIE-4 or ROOKIE-5). If a player with a non-guaranteed contract is dropped during the off-season window the owner will no longer be responsible for the contract. If a player with a non-guaranteed contract is dropped during the season the owner will be responsible for 100% for the current season and future seasons will be eliminated (Manager must request relief for future seasons as it is not automatically tracked).
For players who are on Guaranteed Contracts the owner will be responsible for the player’s entire salary if dropped during the season (current and future season’s salary). Each offseason there will be a window where teams can negotiate a buyout. The cap relief applies ONLY to the LAST season of a players deal, so if a buyout is reached the owner is responsible for 100% of a player’s salary until the final season of the deal at which point they will get some cap relief based on the players salary.

Special Retirement Clause - for players on a FRANCHISE contract only, if a player officially has retired from the NFL you can request that their contract be voided. This clause can also be utilized in the event that a player passes away no matter what type of contract they are on.
Rookie Draft
Each year there will be a 5 round rookie draft. The Draft order will be determined by the previous season’s standings in reverse order. Eligible players will be anyone drafted in the current season’s NFL Draft or undrafted players from current season’s draft class who have been signed to a deal. All drafted players will be assigned an initial “ROOKIE” Contract. Any player with a ROOKIE Contract who has played in 16 games or less will be eligible to be held on the Practice Squad. Their salary will still count but the player will not count towards the Maximum Position limit. This will allow owners to develop their drafted rookies but not use up valuable roster spots for those players who may not get the opportunity to play right away. A lottery is done for the first 4 picks, then will be based on reverse order of standings after that.

Free Agency
Each season during the off-season there will be a Free-Agency period. During the first phase of Free-Agency team owners will be able to resign their own players. At the beginning of the Free-Agency period owners will be sent their eligible players and contracts. Once decisions are made on which players will be re-signed an owner will post their extensions on the League Message Board under the appropriate thread. Teams will not be allowed to go over the salary cap to resign their players. Any players that go unsigned will be entered into the general Free Agency pool.
Phase two of Free Agency will be where all owners can bid on eligible Free Agents. An announcement will be made regarding the dates where this phase will open up. Owners will then submit their blind bids on the Free Agents they choose to bid on. The winning bid will go to the highest bidder and become the player’s salary on a 3 year deal. Bids will be processed twice per week during the Free Agency period.
Practice Squad
During the season players held on your practice squad can be claimed by other teams but with protection. The intent behind this is to prevent teams from hoarding extra players if there are teams who could use them on their active roster. If another team wants to claim a player who is held on someone else’s practice squad they may do so by posting on the “Practice Squad Claims” thread, but if they do put in a claim the original team has the option to keep their player by promoting them to their active roster OR accept compensation in the form of a draft pick from the claiming team. The draft pick is based on the player’s draft slot:
If an owner chooses to keep the player, they must promote the player to their active roster and they must stay there moving forward (the player’s minor league eligibility will be removed). If multiple teams put a claim on the same player, the priority will go to the team with the worst record, with total points as a tie breaker. These types of claims will not start until after week 1. All compensation picks will be for the next Rookie Draft. If you do not have the required draft picks to give away, you may send a better pick than what is required, or picks for the following Rookie Draft that amount to the equivalent FPV with one of the picks must being equal or better than what was required. (Example: required compensation is a Round 4 pick, claiming team may send a 3rd round pick from current season or a 4th and 5th round pick the following season)
Special Teams
In order to standardize special teams contracts and prevent bidding and salaries that are unrealistic and a long-term detriment to the league as well as setting unreasonable price tags for these positions that are extremely scarce and volatile year to year we will implement a system similar to practice squad claims for Special Teams players (Kickers & Punters). Each team will be able to designate 1 kicker and 1 punter as protected, these players will not be able to be claimed by other teams. For any additional kicker or punter someone holds on their active roster (unprotected) another team may submit a claim of the unprotected player provided that they currently do not have a protected player at that position and they have the necessary preset compensation to give the other team. Compensation will be based on the players type of contract as follows:
FRANCHISE - 2nd round pick
ROOKIE - pick equal to round player was drafted in
FREE AGENT - 4th round pick
WAIVER - 5th round pick
This system is not in place for teams to fill a hole due to a BYE week, every team will have a week where their special teams players are on a BYE, this system is to allow all teams a fair an reasonable chance to roster a starting kicker/punter during the course of a season and also keep things flexible for those who want to draft and build depth at a these scarce positions while providing reasonable compensation in the event that they are pushed to give up a player. (example – let’s say that a team has Justin Tucker as their kicker and he has a BYE during week 6, if the owner protects Justin Tucker he is unable to claim an unprotected kicker since that option is only open to teams who do not have a protected kicker, if they choose to unprotect Justin Tucker during week 6 and therefore submit a claim, someone would be able to claim him, so it is either or and not a system to find a one week fill in while also protecting your current kicker).
Trading
Trading will be an important part of the league as there will be 32 teams meaning that the free agent pool should not be very deep. Trading of players and draft picks are allowed (outside of the inaugural draft). In addition, cash considerations are an asset that owners can use when trading. Once a trade has been agreed to, the owners involved in the trade must post the trade along with an explanation as to why they are making the trade. Once all owners have posted, the trade will be reviewed by the “Trade Review Committee” to make sure it is an eligible and fair trade and does not jeopardize the overall competitiveness of the league. If both teams have not posted the trade within 3 days of the trade being agreed to, it will be cancelled. Here are some things to keep in mind when trading:
Owners are not allowed to go over the Salary Cap
Cash considerations are allowed to help offset a player’s contract and keep teams within the salary cap. An owner will only be able to offer considerations up to the value of the player’s contract. When cash considerations are involved owners must be specific in their comments about how much cash is involved and over what time period (i.e. current season or remainder of the contract (may span multiple seasons).
Owners must maintain a minimum Future Pick Value (FPV) of 50 when trading away picks, this is done to protect the Franchise in the event an owner leaves the league and a new owner takes over. Teams may also only accumulate a maximum Future Pick Value (FPV) of 200 when acquiring additional picks via trades. This is also to protect the Franchise from trading away too much current value, potentially making the team uncompetitive and hurting the overall competitiveness of the league. FPV is determined by future season’s draft picks. Below is a table of the values of each round’s picks.
Trade Review Committee
The Trade Review Committee will consist of a member from each of the 8 divisions. The commissioner will be part of the committee and serve as a stand-in voter when a member of the committee is involved in a trade or to be the tie-breaking vote if a vote is sitting at 4-4. The purpose of the Trade Committee is to ensure that none of the restrictions (salary cap, FPV, position limits, etc.) are triggered if a trade is processed and to maintain the integrity of the league. One thing to keep in mind is committee members not only have a responsibility of ensuring fairness, but also to protect the “Franchise”. What we don’t want to have happen is for a team to trade away too many assets and then bail leaving a replacement owner in a bad situation, but also making their team uncompetitive which hurts the other teams in the league. There are some built in restrictions that will help with this but some of it will be subjective as no system is perfect.
Owner Conduct
In order to maintain the integrity of the league there are certain expectations that will be cast upon the franchise owners. We understand that this type of league will require a lot of time and energy and to make things easier a franchise owner will be permitted to add a co-manager to assist in the management of the franchise. One thing that will absolutely not be tolerated is tanking. This will be a very competitive league and one team deciding to tank will have an impact on every other manager and as a result this policy will be strictly enforced. We understand that in a dynasty league there will be some owners who are more focused on building for the future. There is nothing wrong with rebuilding and that is very different than tanking. There are a few built in rules and policies that should help, such as protection of picks (Future Pick Value) and Minimum Salary requirements. In addition, when making trades managers are required to post explanations about why they are making the deal. This should help the Trade Review Committee understand what is trying to be accomplished. Lastly, there will be certain roster restrictions which are detailed in the roster settings section. Managers are required to set their lineups and maintain an active roster that is capable of meeting certain minimum requirements for each scoring period. Those teams who consistently fail to meet these requirements will be penalized and if it continues will lose their team without refund and a replacement owner will be asked to take over.
